Construction and Infrastructure Development Arena
The infrastructural backlog in SADC calls on all stakeholders, private and civic movements to partner with government to address major infrastructure shortages, particularly in the historically disadvantaged communities, and, through Expanded Public Works Programmes, governments are aimed at mainstreaming emerging entrepreneurs into the Construction and Infrastructure development arena.
A Major Challenge
The economic environment of South Africa, together with the impact of the transformation agenda of the government is presenting all organisations with major challenges to improve delivery by means of more innovative and cost-effective ways of doing things.
Organisations, both public and private are required to ensure that their policies and procedures are in line with the democratic principles. The process of transformation is firmly rooted in re-engineering principles, where changes in policy and strategy lead to consequential changes in structure, process and human capital and in some cases the very core of business.
These expectations demand that organisations translate constitutional provisions into concrete deliverables.
A Major Achievement
A major achievement in this regard has been the promotion of small and medium enterprises in the construction sector as a critical link in the value chain that not only ensures delivery of houses and infrastructure, for the Public Service, these transformation challenges extend to promotion of constitutional values and principles governing public administration including a set of professional ethics of efficiency and effectiveness development orientation, impartiality, fairness and equity, responsiveness, accountability, transparency, sound human resource practices and retrospectivity, but also creates short and long-term employment opportunities for communities where they operate.
To meet this need in a meaningful way requires advanced and innovative solutions, and this is the context within which emerging companies such as Tlowana Consulting and Engineering (Pty) Ltd are engaging with the industry. Similarly, processes such as Employment Equity and Workplace Skills Plan have become critical and mandatory for performance of the Public Sector.
On the other, the implementation of legal instruments such as the Public Management and Development System are aimed at ensuring accountability and high levels of performance. Equally important is the need to support government’s vision of poverty alleviation and job creation for historically marginalized individuals and communities.
